Lucas is an alumnus of the Martin School of Public Policy and Administration at the University of Kentucky. In his doctoral studies, Lucas specialized in public financial management and is interested in a variety of topics relating to regional economics and local government finance including local tax policy, optimal provision of local public services, and housing policy.
